I could be completely wrong because I'm not really an expert, but the strap connecting the neckband to the bride looks a little too tight? I could be wrong, just pointing it out :/

Hikari - No, that's a tie down, all polo ponies, and many other western speed horses wear them to keep them from hitting their rider's with their heads, and to keep their heads at a good height.

Learn something new everyday, always wondered what the tie down there was for! I have been nailed in the head by one of those Western speed ponies, might have been unconcious for a second or two, but stayed in the saddle for our trail ride...jaw hurt like heck the rest of the week.
