when I made shirts I got an iron on kit that you can print off the computer with then just cut it out and iron onto the shirt. they have special ones for using on black shirts.
ive also used puff paints on shirts, I think i used regular acrylics then outlines in puff paint to make it stand out. I dont think I ever painted on a black shirt though. the puff paints should work just fine, not sure about fabric/acrylics though.
if you have a good craft store (mchaels, ac moore) someone there should be able to point you in the best direction for what to use.

If you look around you can find iron on paper that you print what you want on. You can get it for light shirts and dark there are 2 different kinds of that paper just for that reason

I use iron ons all the time. Get the brand name if you get iron ons. Maybe it's just me but I have ALWAYS had tons of trouble with the no-name iron on transfer paper.

I have many times!
You use a machine and do green screening bacsically.
Or you can do iron ons.
Or do it your own. Like paint or draw on the shirt by yourself.

The iron ons and what not sound complicated and I have a bit of a fear of irons lol... I got a few fabric paints and a brush today :) I am thinking of just printing out what I want and pinning it to the shirt and trace around (I know what I mean in my head, I am just bad at explaining) and am going to start tonight or tomorrow! I am pretty excited and the lady at the craft store was ever so patient with me
