Honestly, I think It looks fine how it is, mine is the same placement, you don't want to go much lower than where you are now. As for it being uneven, a lot of the pads like that will be uneven just because they don't really have a defined middle, if you know what I mean. However, feel free to PM if you have any questions.

mine moves when i throw my saddle on - then i adjust it so it is even
and rings are supposed to be lower than pad - quite a bit
that is to stop wear from the leathers

I used to use this kind of saddle pad when I rode. It worked for a lot of different kinds of horses (even the older horses that were a little more bony.) I found it stayed in place well and was decently breathable.
The neoprene helps it stay in place a bit better but it'll depend on what works best for you and your horsie. :)
