Like so many other cities and tourist areas around the world, Savannah, Georgia is grappling with issues surrounding carriage horses. Even in the hottest days of summer, Savannah’s three carriage operators give tours through historical areas while their drivers describe the highlights and ghost stories. The carriages hold up to ten passengers. But, say animal activists, the 45 to 50 minute tours with 15 minute breaks between each are putting the draft horses at risk of heat stroke and overwork.
Operators and city officials are happy with the rules surrounding the operation of the carriage when it comes to extreme heat and feel the horses’ health and safety isn’t being compromised. Nevertheless animal activists are planning protests and are asking for an all out ban.
